All right, I'd like to welcome everybody to the, uh, Wednesday, July 8th, 2026 meeting of the Fall River Planning Board.

0:37We have adopted such a policy which, in short, provides for citizen input on planning board-specific matters at the end of the meeting.
0:44There's a sign-up sheet that's located in the back of the room.
0:48Uh, we've got Craig Salvador with us from Fall River TV, Dan Aguiar, City Engineer.

1:12All right, on the old business, number 1, roadway reconstruction, Spring Street.
1:19Section 66-185 City Ordinance, considering the roadway reconstruction plan and profile of Spring Street.
1:27This petition was previously tabled at the April 13, 2026, May 13, 2026, and June 10, 2026 meeting at the request of the applicant.
1:41Mr. Aguiar.
1:43Um, so again, the applicant is requesting that the matter be tabled again.
1:46They do have soil testing scheduled for the 16th of July.
1:51We had asked them to get some information regarding the drainage system and some test pits.
1:56So they'll be getting that done next week.
1:57So I would anticipate they would have something back into us for the August meeting.
2:01So with that, I would recommend the matter be tabled.
2:03All right, do I have a motion to table the matter till the following meeting?
2:07I motion to table.
2:08Second the motion.
2:10Second by Michael.
2:13All in favor?
2:13Beth?
2:14Yes.
2:15Gloria?
2:16Yes.
2:16Orlando?

2:17And Michael?

2:18And myself vote yes as well.
2:20Under new business, citation presentation of a citation recognition of service to the Fall River Planning Board, Mr. Mario Luciola.
2:30I believe we have the man here.
2:38So, uh, first of all, I've known Mario for a long time.
2:42He lives right down the street from me, uh, and his efforts on the planning board over 19 years are exceptional.
2:50He's done a great job representing the city with class, dignity, and professionalism.
2:56He's always there when you need him.
2:58He's, uh, his role on the planning board is minor compared to what he does for the Italian community in the city of Fall River.
3:05Whether it's his dinners, whether it's his trips down to Bicentennial Park to honor those that have passed away.
3:11He's done great, great things for the city of Fall River, and the city does not want to let that go unacknowledged.
3:17So in honor of that, in honor and recognition of his 19 years of dedicated service and commitment to the city of Fall River Planning Board, the citizens of Fall River want to extend him their best wishes and express their heartfelt continued good faith and success in all he does.
3:33Congratulations, Mario.
3:40You want to say a few words, Mario?
3:46That'd be great.
3:47The only thing that I can say, I say to the guy up above, when I drive home from the lottery in Brantley, I didn't know where I was.
4:01At that time, I had 4 heart attacks.
4:04I found on my car head Dr. Schwartz's number, so I called him and I says, I don't know where I am.
4:13I says, I know.
4:14He says to me, I know where you are.
4:16You're going to come up to my office right now.
4:19That was the news.
4:21And I spoke to the guy up above.
4:23I says, I'm not ready to come up yet.
4:25He says, I don't need you.
4:26I'm having too many pain here, so I need to stay away.
4:31And I talk positive, one day at a time.
4:34You know, my daughters, my friends, throughout.
4:38Do I miss— do I miss this place?
4:40Do I miss all of you?
4:41Yes.
4:42Do I miss the city of Faribault?
4:44No, I'm here for the city and I'm here for all my friends.
4:48So again, I think one day at a time and I think everything positive.
4:55People ask me how old am I. I told the guy before I left, Clifton, he says he was 72, and he says, I'm old.
5:08Next year I'm going to be 90, and in good health, because all the friends, all the family that I have, They didn't give me nothing but strength to be around and not to say, I can do it.
5:25We'll do it.
5:26If I can do it, I got family and friends that are there for me.
5:31And I always want to be there for them.
5:34And the city of Far Rockaway, since 1954, I say this is my home.
5:42And I never want to say I don't want to leave it forever.
5:45And the guy up above us says, no, they need you.
5:49I don't need you up here.
5:51Stay in good health.
5:52But thank you.
5:53It's good to see all of you.
5:55So good.
5:56Congratulations.
5:56Yeah, congratulations.
6:00I'm going to give you one good Mario and Luciola story.
6:03Uh-oh, here we go.
6:05I was— I used to sit on the other side of these tables, but I remember during a COVID meeting, Patty was the clerk.
6:10You see some of her Christmas decorations in the back.
6:12And the COVID meetings were fantastic.
6:14So before the meeting, we're all logging on and we're just making small talk.
6:18Here comes Mario walking out of his kitchen, glass of red wine in his hand.
6:23Salute before the meeting.
6:24He was so happy.
6:26That's what I remember.
6:28Always a smile, always a glass of red wine.
6:31And, uh, you are missed.
6:33You are missed.
6:33But we're glad you're still here.
6:34Thank you so much.
6:35Thank you.
6:36It was an honor being on the board with you, my friend.
6:38Sure was.
6:39It was an honor for me.
6:41I still have been honored.
6:42I know.
6:42Thank you.
6:43You still use your pen?
6:46We all have them.
6:47Anytime, anytime.
6:49Oh, a lot of pens.
6:49They pay you?
6:51They didn't pay you?
6:52I get all this.
6:53I'll write you a check with it.
6:57Thank you very much.
6:58Thank you.
6:58It's good to see all of you.
7:00I was lucky enough, and I get myself lucky with family, good family, good friends.
7:07When I look at each and every one of you, Not only my friend, my good friend, the man, you're my family.
7:15That's the way I look at it.
7:17And I want to keep going there.
7:19We feel the same way.
7:19Keep plugging along.
7:21You are loved by many people.
7:22Good health.
7:23You'll never say where, what are they, where they are, and where they are.
7:29Every day of my life, always think about the past and the future.
7:34I love you all.
7:35Thank you, Mario.
7:37Bye, Mario.
7:38Very nice, very nice.
7:40It was a great speech.
7:42Very nice, very nice.
7:43Let's go get a glass of wine.
7:49Salute.
7:50Okay, thank you.
7:51Don't forget the same size when you come up.
7:53Okay, thank you.
7:54Thank you, thank you all.
7:56Love you all.
7:56Thank you.
7:57Thank you.
7:59All right, that was, uh, that was a pleasurable treat seeing Mario again and walking in on his own and being missed for so long, but he won't be forgotten.
8:13All right, go back to, uh, new business.
8:16Form A, application for endorsement of plan believed not to require approval, and our plan of land, file number 26-1682.
8:25Owner applicant, Resendiz Residential LLC.
8:28Stephen Resendiz, manager.
8:30Property location, 200 Highcrest Road.
8:34Assessor's map, U-19, lots 0017.
8:42So this is an approval not required plan on plan.
8:46Um, these applications had actually gone before the, um, zoning board of appeals and denied.
8:56Um, part of the reason that they were denied was that they could subdivide the lot and be in compliance with, with the zoning bylaw, and get an additional lot out of it.
9:06At that time, there was a conversation about constructing 3 single-family homes, and that's what they needed the relief for.
9:12The neighbors were opposed to that, the board was as well.
9:15So, we denied that petition.
9:17And now, he's just moving forward with a normal ANR plan.
9:21It meets all the requirements for area and frontage for the S zoning district of 100 feet of frontage and 12,000 square feet meets all of the building setbacks as well.
9:31So with that, I would recommend that the plan be endorsed.
9:37Funny concoction to get that 107 though, on the front.
9:40Well, it was, and be able to meet all the side yard setbacks.
9:44And yeah, it's not easy, but we make sure that they, that they met them all.
9:51Any comments or questions by the board?
9:54Gloria?
9:55Michael?
9:56No questions.
9:57Orlando?
9:57No questions here.
9:59All right, do I have a motion to approve or deny?

10:31I believe everybody's got a copy.
10:33Uh, we'll go with the first one, the May 13th, which I was at.
10:38Um, who was— Mario was the only one that was missing.
10:42Do I have a motion to accept the May 13th minutes of the meeting?

11:05And I, John, vote yes as well.
11:07I will go on to the June 10th meeting, minutes of the meeting.
